Environmental Officer (Sanitary/Waste)
JOB DESCRIPTION
The Corporation of the City of Orillia has an opening for the full-time position of Environmental Officer (Sanitary/Waste) in the Waste Management and Environmental Compliance Division of the Environment and Infrastructure Services Department.
DUTIES
- Conduct inspections and monitor industrial, commercial and institutional (ICI) facility discharge to the sanitary sewer system throughout the City.
- Maintain Industrial Waste Survey Reports, with inventories of process, materials and waste. Provide communication and best management practices to facilities to ensure compliance to City’s Chapter 1047.
- Complete field monitoring activities including the collection of surface water, groundwater, wastewater and soil samples at the City’s Waste Diversion Site (on and off-site monitoring).
- Collect samples for testing and perform laboratory analysis using Standard Methods or established procedures, as required, and/or prepare samples for submission to an accredited outside laboratory.
- Provide inspections and report to supervisor as part of the Enviro-Save program, as required.
- Assist Environment and Infrastructure Services operations staff with work tasks that involve additional staffing requirements (i.e.: confined space entry).
- Complete annual focused environmental compliance sampling for ICI properties throughout the City.
- Maintain and monitor Biosolids Haulage Contract records. Update and retain haulage sheets, monitor and enforce contract non-compliance.
- Assist with tracking and ordering lab materials, chemicals, equipment and supplies.
- Research new equipment, methods and procedures.

- Enforce the Sewer Use By-law and Noise By-law, through compliance inspections, investigations and sampling.
- Prepare reports and attend court appearances.
- Maintain and coordinate service for fleet vehicle and zodiac boat to support environmental sampling.
- Participate in public education and outreach initiatives related to sewer-use, pollution prevention and sustainability. Assistance with media outreach and content development.
- Cross train and provide support for all Environmental Officer functions including Wastewater Treatment Centre laboratory support, environmental monitoring, industrial and property inspections, stormwater pond maintenance, spills assistance, public education outreach, etc.
- Other duties as assigned.
QUALIFICATIONS
- Two (2) year College Diploma in Environmental Technology, or related field.
- Experience with environmental field sampling techniques and use of field equipment an asset, such as pH meters, ISCO automated samplers, groundwater sampling equipment, etc.
- Knowledge of wastewater treatment processes an asset.
- Experience with Laboratory and sampling techniques an asset.
- Excellent communication, report writing, organization and public relation skills.
- Excellent record keeping skills in a regulatory enforcement capacity with the ability to submit evidence in court.
- Working knowledge of MS Office applications, including Word, Excel, e-mail and the internet.
- Possess a valid Pleasure Craft Operating License.
- Possess a valid class ‘G’ Ontario driver’s license.
- Risk Management Inspector (RMI) Certification an asset.
- An acceptable Criminal Record Check is required for this position prior to the commencement date, at the incumbent’s expense.
Compensation for this position is $28.81 to $32.78 per hour for a 40-hour work week, plus a comprehensive benefits package. Interested applicants are invited to submit their application by January 3, 2025, at noon.
