The City of Orillia is currently seeking a highly motivated individual to fill the 12-month contract position of Manager of Parks and Facilities.
Reporting to the Director of Parks and Recreation, the Manager of Parks and Facilities oversee the operation and maintenance of the City’s recreation facilities and parklands, including arenas, the Orillia Curling Centre, washrooms, concessions, and more than 36 parks with 24 sports fields. The Manager leads staff, ensures compliance with safety and operational standards, manages scheduling and permitting, and oversees maintenance and improvement programs. The role also includes responsibility for budgets, financial reporting, and business planning to ensure the effective and sustainable delivery of parks and facility services.
Candidates must possess a post-secondary degree or diploma in Recreation and Leisure Studies, Facility Management, or a related discipline. The position requires a minimum of five years of management experience in parks, recreation, or facility operations within a municipal or public-sector environment, including three years in a supervisory role in a unionized setting. 
The City of Orillia offers a competitive salary and optional registration with the OMERS Pension Plan. The salary for this position is $106,972 to $115,701 based on a 35-hour work week.

Manager of Parks and Facilities
Position Synopsis and Purpose 
Reporting to the Director of Parks and Recreation, the Manager of Parks and Facilities is responsible for the overall management, coordination, and supervision of the City’s recreation facilities and parkland operations. This includes arenas, the Orillia Curling Centre, public washrooms, concessions, and more than 36 parks covering approximately 206 hectares and including 24 sports fields.
The Manager oversees day-to-day operations, ensures compliance with safety and operational standards, leads maintenance and improvement programs, manages staff performance, and coordinates master scheduling and permitting for recreation facilities and parks. The role also includes responsibility for developing and managing annual operating and capital budgets, financial reporting, and business planning to ensure effective and sustainable delivery of parks and facility services.

- Determining operational priorities for parks and facility life cycle maintenance, repairs, and seasonal preparation.
 - Allocating staff and resources to balance routine maintenance, union disputes, and emergency response.
 - Assessing safety risks in parks, trails, and facilities and initiating immediate corrective actions.
 - Approving schedules, permits, and facility usage to maximize access while minimizing conflicts.
 - Responding to customer inquiries and resolving issues from user groups and the public.
 - Implementing operational improvements to enhance efficiency, service quality, and user satisfaction.
 
2. Examples of situations or problems that are referred to the supervisor for direction or resolution.
- Addressing complex operational issues requiring coordination between multiple divisions, business units, user groups or external contractors.
 - Making recommendations for large-scale capital improvements, facility upgrades, or new park amenities.
 - Resolving personnel issues that require disciplinary action or union involvement.
 - Managing incidents or emergencies involving public safety, facility damage, or service disruption.
 - Providing input into long-term strategic planning or policy development for parks and recreation services
 
Minimum Qualifications 
Education (degree/diploma/certifications)
- Minimum post-secondary degree or diploma in Recreation and Leisure Studies, Facility Management and Related Discipline
 
Experience
- Minimum of five years’ experience at a management level in a unionized, municipal environment.
 - Demonstrated knowledge of building systems (HVAC, BAS, electrical, plumbing), CSA Playground Standards, and ESA/OH&S compliance
 - 
Experience in project management and overseeing capital project implementation.
 
Knowledge/Skills/Ability
- Strong interpersonal, supervisory, judgment, initiative, written and oral communication skills.

 - Working knowledge of Active Network recreation software, including the facility management, administrative, and financial reporting modules.
 - Proficiency in Microsoft Office applications, including Word, Excel, PowerPoint, email, and internet applications.
 - Willingness and ability to work irregular hours, including evenings and weekends as required.
 - Possession of a valid Class ‘G’ Ontario driver’s license and access to a reliable vehicle.
 - Successful completion of a Vulnerable Sector Check.
 - Experience in coordination of staff, work assignments and managing in a unionized environment an asset.
 
Physical Demands
- Sitting, standing, or walking. Work is conducted in a recreation facility environment with continual visual concentration required.
 - May be required to work in outside weather conditions and may be exposed to wet, cold and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals.
 - Personal Protective Equipment (PPE) must also be worn when on-site or around hazardous materials and chemicals.
 
Position Requirements
- Valid Class ‘G’ Ontario Driver’s License and access to a reliable vehicle.
 - A current and acceptable Criminal Record Check is required prior to the commencement date.
 - 
Attendance at meetings, seminars and conferences as required.
 
Preferred Qualifications 
Education (degree/diploma/certifications - in addition to the above)
- ORFA: Certified Ice Technician (CIT), Certified Parks Technician (CPT), Registered Recreation Facilities Manager (RRFM). Certified Park and Recreation Professional (CPRP) and PMP (project delivery, procurement) and OH&S-related training.
 
Knowledge/Skills/Ability (in addition to the above)
- Must have knowledge of building systems including but not limited to HVAC, electrical, building automation systems, plumbing, building envelope, and CSA Playground Standards, TSSA Compliance.
