The City of Orillia is currently seeking a highly motivated individual to fill the position of Director of Financial Services/CFO/City Treasurer.
Reporting to the Chief Administrative Officer, the Director of Financial Services/CFO/City Treasurer is responsible for handling the financial matters of the municipality in compliance with appropriate acts, regulations and by-laws, including budgeting and financial planning, treasury responsibilities, development finance, procurement, insurance and revenue services.
The City of Orillia offers a competitive salary, a comprehensive benefits package, and registration with the OMERS pension plan. The salary for this position is $153,459 to $179,525 based on a 35-hour work week.

Position Synopsis and Purpose
Reporting to the Chief Administrative Officer, the Director of Financial Services/CFO/City Treasurer is responsible for handling the financial matters of the municipality in compliance with appropriate acts, regulations and by-laws, related to budgeting and financial planning, treasury responsibilities, development finance, procurement, insurance, revenue services, etc.

Decision Making and Independence
1. Examples of the types of decisions that are made or issues/situations that are dealt with on a regular basis and how judgement is used to resolve them.
- Ensures the CAO and Council is provided with options on proposals to facilitate good quality policy decision making i.e. development planning, asset renewal funding, etc.
- Situations involving significant budget changes or unplanned large-scale expenditures i.e. Strong Mayor budget changes, service partner pressure etc.
- Investment portfolio management, exceeding $100M.
- Situations involving significant capital budget changes or unplanned large-scale expenditures.
- Advising the CAO and council on the feasibility, desirability and cost of proposed programs and services, policies and by-laws.
- Ensures that the CAO and Council is provided with options on proposals to facilitate good quality policy decision making.
- Operational financial decisions, including planning for growth, evaluating acquisitions, or managing capital investments.
2. Examples of situations or problems that are referred to the supervisor for direction or resolution.
- Serves as a strategic partner, providing financial expertise to help the CAO and Council make sound financial decisions.
- Issues not addressed through established policy or procedures i.e., new legislation, accounting treatment, process/internal control changes, etc.
- Project/initiative funding.
- Strategic financial decisions.
- Decisions regarding the translation of the City's overall vision into achievable financial goals and strategies, ensuring resources are directed effectively.
- Ongoing challenges, key projects, and potential financial disruptions, such as liquidity issues or compliance updates.
- CFO serves as a strategic partner, providing financial expertise to help the CAO challenge existing strategies and make sound decisions.
Minimum Qualifications
Education (degree/diploma/certifications)
- University Degree in Business Administration or related discipline coupled with a professional accounting designation (CPA, CA, CGA, CMA).
- Master of Business Administration (MBA) would be an asset.
Experience
- Financial experience of at least five to 10 years in a municipal environment.
- Progressive leadership advancement is an asset.
Knowledge/Skills/Ability
- Knowledge of the Municipal Act, Development Charges Act, Procurement Trade Agreements, Public Sector Accounting Standards, and various other related legislation or regulations.
- Investment and debt management, provincial/federal funding programs, property taxation, auditing principles and practices.
- Excellent employee and customer relation skills; experience with volunteer and community organizations.
- Proficient system knowledge of MS Office Applications.
- Familiarity with MS Great Plains, Questica Budgeting, CaseWare an asset.
Physical Demands
- Sitting, standing, or walking.
- Work is conducted in a standard office environment with continual visual concentration required.
- Stress is a factor, particularly at budget, year-end or multiple priority delivery points, with a high level of responsibility and financial authority.
Position Requirements
- Valid Class ‘G’ Ontario driver’s license and access to a reliable vehicle.
- A current and acceptable Criminal Record Check is required prior to the commencement date.
- A willingness to work irregular hours, including evenings and weekends as required.
- Position requires after-hours response to emergency and critical operational issues.
- A high-speed internet connection and a proper workstation at a home location.
