The City of Orillia is currently seeking a highly motivated individual to fill the position of Manager of Capital Programs.
Reporting to the Director of Facilities, Climate Change and Operations, the Manager of Capital Programs is responsible for managing and implementing the City’s facility and parks capital program, including capital and operating projects throughout the City’s portfolio of recreational, corporate, cultural and miscellaneous facilities and properties. This includes developing and managing asset management planning, building condition assessments, Facility Master/Optimization Plans, and other projects related to facility function and operations. Responsible to liaise with management, unionized staff and other stakeholders, while leading a team throughout project development and implementation.
Candidates must possess a post-secondary degree or diploma in Engineering, Building Sciences or a related field. A PEO Professional Engineer (P.Eng) or OACETT Certified Engineering Technologist (C.E.T.) are considered assets. This position requires a minimum of five years of related work experience in a municipal environment and minimum three years’ experience managing staff in a unionized environment with excellent computer skills including MS Office applications, including Word, Excel, e-mail, and the internet.
The City of Orillia offers a competitive salary, a comprehensive benefits package, and registration with the OMERS Pension Plan. The salary for this position is $106,972 to $125,142 based on a 40-hour work week.

- Develop a variety of solutions for renovations, retrofits and minor new capital.
- Adjust budget as needed through value engineering or other means.
- Managing claims or disputes with consultants and/or contractors.
Minimum Qualifications
Education (degree/diploma/certifications)
- Minimum post-secondary degree or diploma in Engineering, Building Sciences or a related field.
- A PEO Professional Engineer (P.Eng) or OACETT Certified Engineering Technologist (C.E.T.) are considered assets.
Experience
- Minimum of five years of related work experience in a municipal environment and minimum three years’ experience managing staff in a unionized environment.
Knowledge/Skills/Ability
- Possession of following licenses/designations/certifications considered assets: P. Eng. Designation, Certified Engineering Technologist (C.E.T.) Designation from the Ontario Association of Certified Engineering Technicians and Technologists (OACETT), Project Management Professional (PMP) Certification, Leadership in Energy and Environmental Design (LEED) Accreditation.
- Must have extensive experience in project planning, delivery methodology, implementation, scope-budget-schedule management, and application of project management tools to move a project through a critical path, including approval gates and effective communication.
- General knowledge of the following legislation, regulations, or requirements: Ontario Building Code (OBC), fire code, Occupational Health and Safety Act (OHSA), Technical Standards and Safety Authority (TSSA), Ontario Electrical Safety Code.
- Embed safety in all practices for staff and the public.
- Experience in managing change initiatives to create efficiencies.
- Experience in coordination of staff, work assignments and managing in a unionized environment an asset.
- Excellent computer skills including MS Office applications, including Word, Excel, e-mail, and the internet. Experience with energy and asset planning systems is an asset.
- Possess excellent leadership, time management, organizational, supervisory and communication skills with the ability to multi-task.
Physical Demands
- Sitting, standing, or walking. Work is conducted in a standard office environment with continual visual concentration required.
- May be required to work in outside weather conditions and may be exposed to wet, cold and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals. Personal Protective Equipment (PPE) must also be worn when on-site or around hazardous materials and chemicals.
Position Requirements
- Valid Class ‘G’ Ontario Driver’s License and access to a reliable vehicle.
- A current and acceptable Criminal Record Check is required prior to the commencement date.
- Attendance at meetings, seminars and conferences as required.
- Must have a high-speed internet connection and a proper workstation at a home location to enable remote work. Please refer to the Working From Home procedure.
