The City of Orillia is currently seeking a highly motivated individual to fill the position of Director of Water and Wastewater.
This position provides direct support to the General Manager of Environment and Infrastructure Services while assisting the Managers across the division. In this dynamic role, the position will provide leadership and strategic direction to the Water and Wastewater division, for the operation and maintenance of Water and Wastewater. Major system components include Water and Wastewater treatment facilities, water distribution system, wastewater collection system and water metering and backflow prevention. The Director will ensure that treatment, distribution and collection subsystems/facilities operate at the highest level of efficiency, while maintaining quality, current demand and environmental goals and that full compliance with regulatory requirements is met. Directs the strategic planning and project management of capital projects across the division.
Additionally, this candidate will be a key member of the City’s Operational Leadership Team (“OLT”).
Candidates must have a post-secondary degree in a related field such as Engineering, Geoscientist, Construction of Facility Management. P. Eng., or OACETT Certified Engineering Technologist (CET) with a minimum of 7 years of progressively responsible and diversified experience in a leadership capacity in Water and Wastewater municipal operations and administration. Completion of, Water Treatment Class 2, Water Distribution and Supply Class 3, Wastewater Treatment Class 4, Wastewater Collection Class 2, required for directing of Operations.
The City of Orillia offers a competitive salary, a comprehensive benefits package, and registration with the OMERS pension plan. The salary for this position is $134,465 to $157,305 (2024 rates) based on a 40-hour work week.

Position Synopsis and Purpose
The role is responsible for directing and managing the operations of the division, including overseeing capital projects, budgets, and compliance with relevant regulations and legislation. Working closely with the General Manager of Environment and Infrastructure Services, this position ensures the division’s operations align with strategic goals, sustainability practices, and regulatory standards. The position involves leading a team, managing key contracts, responding to public and media inquiries, and supporting long-term planning for infrastructure improvement projects. Additionally, the role serves as a key point of contact with regulatory agencies, ensuring environmental compliance and effective communication across stakeholders.

- Responsible for the operation and compliance of the drinking water and wastewater systems.
- Ensuring multiple, high value contracts and projects, including emergency repairs, are executed expediently and efficiently while maintaining financial responsibility, procurement compliance, operational process requirements.
2. Examples of situations or problems that are referred to the Director for direction or resolution.
- Provide recommendations and advice to all City staff regarding the City’s drinking water and wastewater systems, including operational impacts, compliance with current legislation, and functions of the systems, as well as billing issue.
- Involved with confidential information related to staffing, performance management and union negotiation.
- Complex or escalated customer service requests.
Required Training
- Water Treatment Class 2, Water Distribution and Supply Class 3, Wastewater Treatment Class 4, Wastewater Collection Class 2, required for the directing of operations and to ensure Overall Responsible Operator coverage, as needed.
Minimum Qualifications
Education (degree/diploma/certifications)
- Post-secondary degree in a related field such as Engineering, Geoscientist, Construction or Facility Management.

Experience
- Minimum of 7 years of progressively responsible and diversified experience in a leadership capacity in water and wastewater municipal operations and administration.
Knowledge/Skills/Ability
- Possess thorough knowledge of work hazards, safety procedures, and public safety matters as they pertain to all City facilities. Working knowledge of various processes and current knowledge of all application legislation.
- Excellent verbal and written communication skills, together with strong organizational, analytical, leadership, coaching, time management, strategic planning, presentation, and management skills.
- Excellent computer skills using MS Office Suite, including Outlook, Excel, and Word, together with other application software such as Geographic Information System software, email software and the internet.
Physical Demands
- Position requires sitting, standing or walking. Work is conducted in a standard office environment with continual visual concentration required.
- Proper personal equipment (PPE) is required when on-site at various construction projects.
- May be required to work in outside weather conditions and may be exposed to wet, cold and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals; proper personal protective equipment (PPE) is required.
- On-call as part of the Management rotation.
Position Requirements
- Possess a valid class ‘G’ Ontario’s driver’s licence with an acceptable driver’s abstract and access to a reliable vehicle.
- A current and acceptable Criminal Record Check is required prior to the commencement date.
- Attendance at meetings, seminars and conferences as required. Attendance at meetings after hours may be required.
- Must have a high-speed internet connection and a proper workstation at a home location to enable remote work. Please refer to the Working From Home procedure.
